which IDE is good for programmers in Windows and which is good in Ubuntu?

Codeblocks is ideal.However, Visual Studio and Intel C Compiler if one has the bucks.
For Ubuntu, gedit, netbeans with C extension, Kdevelop will do.
What about Emacs?

Emacs is a powerful editor, which provides nearly all functionalities for an IDE. My preference would be using emacs or vim (better than all IDEs)
Switch to Eclipse (if you wanna use IDEs) in all platforms, it is universally great for all languages.
